T_OBLIGATION 0 COMMENT Additional information on biennial reports can be found in reports prepared for meetings of the Conference of the Parties to CITES (e.g. document CoP12 Doc. 22.2) and the Standing Committee (e.g. document SC49 Doc. 15). At its 49th meeting, the Standing Committee established a working group to undertake a review of reporting requirements under the Convention. The aim of this review is to identify and analyse the causes of non-compliance with reporting requirements and to propose ways to turn reports into useful management tools for Parties (Decision 12.87 and document SC49 Doc. 15). Consequently, work is currently underway to develop a new reporting format for biennial reports. In undertaking this work, Document CoP12 Doc. 22.2 states that, in order to reduce the reporting burden on Parties, consideration should be given to: 1) keeping the biennial report short and simple with a focus of priority topics; 2) after an initial biennial report, only highlighting any legislative amendments or changes in CITES authorities and new activities; and 3) using a more structured approach consistent with agreed guidelines to facilitate more comparative analysis. T_OBLIGATION 0 DESCRIPTION Biennial Report Biennial reports, now known as implementation reports, provide an opportunity for Parties to share information regarding their overall implementation of the Convention, including their progress in the development and application of laws and regulations, administrative procedures, economic and social incentives and wildlife trade policies. Such reports may contain summaries of national compliance and enforcement efforts (e.g. awareness-raising, training, monitoring, inspections, investigations, seizures, confiscations, prosecutions, convictions, penalties, court decisions, etc.).

T_OBLIGATION 0 REPORTING_FORMAT The Parties have not yet agreed on a standard format or guidelines for the preparation and submission of biennial reports. However, some guidance for their preparation has been suggested by TRAFFIC Europe (at the request of the European Commission to undertake such work) for use by the Member States of the European Union. This consists primarily of a set of report components linked to a number of specific provisions in EU legislation. In addition, the Secretariat has developed a "List of priority items for the preparation of beinnial reports" (CoP12 Doc. 22.2, Annex 2). The Secretariat maintains a table of biennial report submissions, but this is not available on-line.
