Information from the annual reports is fed into the database maintained for the CITES Secretariat by UNEP World Conservation Monitoring Centre (UNEP-WCMC). This database provides the basis for reports to various fora, comparative trade analysis, the review of significant trade, quota management, the identification of Parties with high trade volumes under the National Legislation Project, and assessment of overall compliance with and enforcement of the Convention. The Secretariat maintains a table of annual report submissions, which is available on-line (www.cites.org/common/resources/annual_reports.pdf). The reports themselves are not available on the CITES website. Further general information on the submission of annual reports can be found in reports prepared for meetings of the Conference of the Parties to CITES (e.g. document CoP12 Doc. 22.1) and the Standing Committee (e.g. document SC49 Doc. 15), which are available on-line. At its 49th meeting, the Standing Committee established a working group to undertake a review of reporting requirements under the Convention. The aim of this review is to identify and analyse the causes of non-compliance with reporting requirements and to propose ways to turn reports into useful management tools for Parties (Decision 12.87 and document SC49 Doc. 15). EEA maintains a biodiversity information system at http://eunis.eea.eu.int/ that provides information on species, habitats and sites in the context of European legislation. T_OBLIGATION 0 REPORTING_FORMAT A standard format for annual reports and guidelines for their preparation and submission was prepared by the CITES Secretariat in accordance with Resolution Conf. 11.17 and were approved by the Standing Committee at its 45th meeting in June 2001. The guidelines were communicated to Parties in Notification to the Parties No. 2002/022 of 9 April 2002. (Previous versions were distibuted with Notification to the Parties No. 788 of 10 March 1994 and Notification to the Parties No. 1999/85 of 5 November 1999). Annual reports may be submitted in the form of printed or hand-written reports. However, the computerised preparation of annual reports and their submission in electronic format is encouraged wherever possible. Reports should be prepared in one of the three working languages of the Convention: English, French and Spanish. Parties are able to seek assistance from the CITES Secretariat to produce annual reports if they are experiencing problems with the regular preparation and submission of annual reports. The CITES Secretariat may approve a valid request from a Party for a reasonable extension of time for the submission of annual reports provided the Party submits a written request, containing justification, before the deadline of 31 October. The present guidelines for the submission of annual reports were prepared by the Secretariat in accordance with Resolution Conf. 11.17 (Rev. CoP17) and were approved by the Standing Committee.
