T_SOURCE 0 ABSTRACT This Directive in pursuance of Article 6 (1) of Directive 76/464/EEC: - lays down limit values for emission standards for mercury in discharges from industrial plants as defined in Article 2 point (d) of this Directive, - lays down quality objectives for mercury in the aquatic environment, - lays down the time limits for compliance with the conditions of the authorizations granted by the competent authorities of Member States in the case of existing discharges, - in pursuance of Article 12 (1) of Directive 76/464/EEC, lays down the reference methods of measurement enabling the mercury content in discharges and in the aquatic environment to be determined, - in pursuance of Article 6 (3) of Directive 76/464/EEC, establishes a monitoring procedure, - requires Member States to cooperate with one another in the case of discharges affecting the waters of more than one Member State. This Directive applies to the waters referred to in Article 1 of Directive 76/464/EEC with the exception of groundwater. The Council Directive 82/176/EEC has been amended by: -Directive 91/692/EEC of 23 December 1991 standardizing and rationalizing reports on the implementation of certain Directives relating to the environment further amended by Regulation (EC) No 1882/2003 of the European Parliament and of the Council of 29 September 2003 adapting to Council Decision 1999/468/EC (Celex N°31999D0468) the provisions relating to committees which assist the Commission in the exercise of its implementing powers laid down in instruments subject to the procedure referred to in Article 251 of the EC Treaty. -Directive 2008/105/EC of the European Parliament and of the Council of 16 December 2008 on environmental quality standards in the field of water policy, amending and subsequently repealing Council Directives 82/176/EEC, 83/513/EEC, 84/156/EEC, 84/491/EEC, 86/280/EEC and amending Directive 2000/60/EC of the European Parliament and of the Council.
