T_OBLIGATION 0 COMMENT Thre database formats established in repealed Commission Decision 97/138/EC have been cancelled and replaced with formats of Decision 2005/270/EC. Compulsory obligation to report about hazardous substances in packaging has been replaced with voluntary obligation. According to Article 8. Member States may provide, on a voluntary basis, such further data on packaging and packaging waste as is available, including: - concentration levels of heavy metals present in packaging within the meaning of Article 11 of Directive 94/62/EC, and the presence of noxious and other hazardous substances and materials within the meaning of the third indent of point 1 of Annex II to that Directive; - packaging waste considered to be hazardous owing to contamination by product contents, within the meaning of Council Directive 91/689/EEC and Commission Decision 2000/532/EC.

T_OBLIGATION 0 REPORTING_FORMAT Data shall be provided according to Article 12(3) of the Packaging directive. Database format, table templates are given in Commission Decision 2005/270/EC of 22 March 2005 establishing the formats relating to the database system pursuant to Directive 94/62/EC of the European Parliament and of the Council on packaging and packaging waste The data shall be reported in the format established by the Commission on the basis of Annex III in accordance with paragraph 3d of this Article. The data reported by Member States in accordance with Article 12 shall be accompanied by a quality check report and a report on the measures taken pursuant to Article 6a(3) and (8), including detailed information about the average loss rates where applicable.
