General comments

A new Emergency Protocol was adopted by the Conference of Plenipotentiaries (Malta, 24–25 January 2002). This Protocol, which replaces the original Protocol 'Protocol Concerning Co-operation in Combating Pollution of the Mediterranean Sea by Oil and other Harmful Substances in Cases of Emergency', entered into force on 17 March 2004.
