Title	Groundwater in WFD River Basin Management Plan including programme of measures
Description	EC Water Reporting Obligation Member States shall: -establish the threshold values for groundwater pollutants and indicators of pollution, -assess the groundwater chemical status, -identify significant and sustained upward trends in concentrations of pollutants, groups of pollutants or indicators of pollution, -define the starting points for trend reversals. Member States shall also ensure that the programme of measures under the Water Framework Directive (Article 11 report) includes measures to prevent or limit inputs of pollutants into groundwater. Summary of the information on threshold values, of the assessment of groundwater chemical status and of the trend assessment and the reasons for the starting points for trend reversals shall be published in the WFD river basin management plans (Article 13 report). Annex II (Part A, C): guidelines for the establishment of threshold values and information on threshold values (Article 3). Annex III: the procedure for assessing groundwater chemical status (Article 4). Annex IV (Part A): the procedure for the identification of significant and sustained upward trends by designing a monitoring programme (Article 5). Guidance documents elaborated under the Common Implementation Strategy (CIS) n°15 to n°17 by Working Group on Groundwater should help to meet the requirements of the groundwater elements of the Water Framework Directive and the new Groundwater Directive (http://circa.europa.eu/Public/irc/env/wfd/library?...). A new guidance document on groundwater chemical status and threshold values is in progress. Its interim version is available on the Groundwater CIRCA library, where also WFD CIS technical reports on groundwater can be found (http://circa.europa.eu/Public/irc/env/wfd/library?...).
