Abstract The aim of this Directive is the prevention and progressive reduction, with a view to its elimination, of pollution caused by waste from the titanium dioxide industry. The Member States will take steps to ensure that waste disposal procedures take due account of human-health and environmental considerations. They will actively encourage waste prevention, recovery and recycling and the re-use of waste as raw materials. Any discharge, dumping, storage, accumulation or injection of waste will require prior authorization. The Member States will draw up programmes for the gradual reduction, and ultimate elimination, of pollution caused by waste from TiO2 manufacturing facilities.
The Directive is amended by:
-Council Directive 82/883/EEC of 3 December 1982 on procedures for the surveillance and monitoring of environments concerned by waste from the titanium dioxide industry further amended by Council Regulation (EC) No 807/2003 of 14 April 2003 adapting to Decision 1999/468/EC the provisions relating to committees which assist the Commission in the exercise of its implementing powers laid down in Council instruments adopted in accordance with the consultation procedure (unanimity);
-Council Directive 83/29/EEC of 24 January 1983 on waste from the titanium dioxide industry;
-Council Directive 91/692/EEC of 23 December 1991 standardizing and rationalizing reports on the implementation of certain Directives relating to the environment further amended by Regulation (EC) No 1882/2003 of the European Parliament and of the Council of 29 September 2003 adapting to Council Decision 1999/468/EC (Celex N°31999D0468) the provisions relating to committees which assist the Commission in the exercise of its implementing powers laid down in instruments subject to the procedure referred to in Article 251 of the EC Treaty.

Comments The programmes harmonization mentioned in the Article 9 of the Directive is outlined in the Council Directive 92/112/EEC of 15 December 1992 on procedures for harmonizing the programmes for the reduction and eventual elimination of pollution caused by waste from the titanium dioxide industry (CELEX No 31992L0112).
