Abstract The contracting parties shall cooperate in the International Commission for the Protection of the Elbe to prevent the pollution of the Elbe and its drainage area.
The main goals are the possibility to produce drinking water from water pumped from the river acompanying groundwater, possibility to use the water and sediments for agriculture, return to a close to natural ecosystem with a healthy species diversity, and reducing the bad effects of Elbe river basin on the North Sea.

Comments The text mainly refers to targets and objectives of the Commission, not on the programs of measures.
An additionnal protocol was signed for legal action of the Commission : Council Decision 93/114/CEE of 15 February 1993 concerning the conclusion of the Protocol to the Convention of 8 October 1990 between the Governments of the Federal Republic of Germany and of the Czech and Slovak Federal Republic and the European Economic Community on the International Commission for the Protection of the Elbe.
Under the IKSE the report due under Article 5 of the Water Framework Directive (2000/60/EC) was elaborated with a part A for the roof report over the whole Elbe. Part B for the national reports was made by each party to the Convention.
